Introduction
The Wikipedia article for the first-digit law gives the following defition:
"Benford's law, also known as the Newcomb-Benford law, the law of anomalous numbers, or the first-digit law, is an observation that in many real-life sets of numerical data, the leading digit is likely to be small. In sets that obey the law, the number
1appears as the leading significant digit about30%of the time, while9appears as the leading significant digit less than5%of the time. Uniformly distributed digits would each occur about11.1%of the time."
In particular, Wikipedia gives the following frequencies for each leading digit.

The Data
We'll be using the data from this page, which lists the populations of the cities, boroughs, and townships in Pennsylvania.
Wikipedia doesn't give us a way to export table data, but I found a good third-party tool that will generate CSV files from a Wikipedia article. I used this tool to extract and save the data in the file pa-cities.csv.
